TfL Unveils Strict New Pedicab Rules to Tackle Overcharging and Safety Concerns

London — Transport for London (TfL) has released a new set of proposed regulations for the capital’s pedicab industry, following a public consultation that showed "overwhelming support" for new controls. The new rules, if approved, are designed to protect customers from “extortionate over-charging” and remove "unsafe vehicles from the streets."

The London Pedicab Welfare Association has previously expressed support for regulation, provided the rules were deemed fair. The proposals are now open for a second, six-week public consultation for Londoners and operators to provide feedback.

The new licensing requirements, which would come into force in 2026 at the earliest, include several key measures. All drivers would be subject to enhanced criminal and medical checks, and their pedicabs would undergo annual inspections to check essential components such as brakes and tyres.

Additionally, the rules would introduce a ban on loud music and require fares to be regulated based on journey time. Drivers would also be issued with ID badges, and their pedicabs would need to have fixed licence plates. Stricter rules would also be introduced for where drivers can pick up and drop off passengers.

The Mayor of London, Sir Sadiq Khan, stated that while pedicabs can be a "fun and green way to see the sights of our city," some drivers have acted in an "unsafely and anti-socially" manner. Helen Chapman, TfL’s director of regulation, said she would ensure the new legislation is “proportionate, enforceable and delivers real improvements” for the public.
